Opening Doors

LaTonya Brown, MPA '93, is a Human Resources Specialist at the U.S. Office of Personnel Management (OPM) in the Center for Human Capital Management Services' Leadership and Knowledge Management Team. She provides human resources services in two main areas: program management and leadership development.

OPM is the President's agent and advisor for the Government's human resources management systems. They are responsible for ensuring these systems support agencies in recruiting, hiring, and retaining the merit-based, high quality, diverse workforce necessary to meet the needs of the American people.

“I am the agency's leadership development manager,” Brown said. “I perform all tasks from the policy development, program implementation, facilitation, and promotion to evaluation and recruitment. I manage several developmental programs that serve approximately 90 employees during a fiscal year. The participants range from employees from GS — 05 to the Senior Executive Service (SES) members.”

Brown said she chose the MPA program at the University of Missouri's Truman School of Public Affairs for many reasons.

“I was well pleased with the faculty,” Brown said. “They were very personal, competent, and committed to the mission of the program. In a world of self-interest and promotion, the faculty was there to help and assist students in gaining as much applicable knowledge as they can. I indeed appreciated that.”

Brown said the curriculum met her needs and she found the students she met when applying were, “very candid on their experience and provided an atmosphere for collaboration and support.”

“My graduate education and professional experiences in Public Administration and Human Resources Development have equipped me with the knowledge of the theoretical foundation and principles in human resources (HR) needed to make Government and businesses desirable and productive. My degree in public administration opened the door for me to pursue the Presidential Management Fellows (PMF) Program in 1993. Through the PMF Program, I landed my career with the U.S. Office of Personnel Management, which has been a wonderful journey.”

Brown is currently pursuing a doctorate in human resources development at George Washington University. She says she believes in the motto, “You're either part of the problem or part of the solution. There is no middle ground when it comes to leading others and improving the work environment.”

“When it comes to helping an organization complete its tasks/goals, my goal is to be a key player: leading when I can, listening throughout, and filling in the gaps when necessary,” said Brown.
